About Warren


Warren picFor over 45 years, Warren Sweeney, B.A., C.C.A., has pursued a focused and progressive career in the area of law enforcement and specifically in Criminal Intelligence Analysis. His first professional posting was in the Province of Saskatchewan where he performed general police duties with the Royal Canadian Mounted Police (RCMP) in 1968. Four years later, in 1972, he transferred into the RCMP Security Service where he began assignments in their Counter-Espionage division in Toronto, Ontario.

 

Terrorism Investigations

It wasn’t until Warren transferred to the Security Service’s International Terrorism Unit that he began his analytical career where his first investigations involved analysis of Middle East terrorist organizations. In 1984 he transferred to the Terrorist Desk at the National Criminal Intelligence Branch of the RCMP where he was involved in scrutiny into Sikh Extremism. While there, he worked for five years as part of the investigative/analytical team looking into the bombing of Air India Flight #182.

Instructional Capability

In 1990, Warren was appointed to the role of instructor as the Intelligence Analysis Coordinator for the Canadian Police College. This position afforded him the opportunity to teach intelligence courses globally. He taught in the Czech Republic, the Slovak Republic, Jamaica, to members of 15 Caribbean countries, to the Haitian Police, to the Macedonian Police, Barbados, and Pakistan, as well as The International Criminal Tribunal for the Former Yugoslavia and in The Hague, Netherlands. His international experience also extended to delivering courses in the USA to police departments in Florida, North Carolina, Virginia, Washington, Arkansas, Kansas, Texas, and included sharing his knowledge with the US Secret Service as well as the Joint Intelligence Center Pacific.

International Recognition

In the course of acquiring his teaching expertise, Warren has become an internationally recognized authority in the fields of terrorism and organized crime at both the local and national level. Besides designing and delivering his Criminal Intelligence Analysis Training to a multi-national audience over the past 25 years, Warren has also given presentations in Strategic Intelligence Analysis to the Criminal Analytical Unit of Interpol in Lyon, France.

Credentialed

Warren is a Lifetime Certified Crime Analyst (Society of Certified Criminal Analysts, SCCA) and a former Director of Training, Education, and Career Development for the International Association of Intelligence Analysts, Inc. (IALEIA). He was also the former President of the National Chapter of IALEIA in Ottawa, Ontario.
